a. Approve and authorize the Director of Health or Assistant Director of Health to execute a one (1) year Agreement with the County of San Benito for the Monterey County Health Department, Behavioral Health Bureau to provide outpatient mental health services for Fiscal Year (“FY”) 2016-17, for a total Agreement amount not to exceed $25,000 for the term retroactive to July 1, 2016 through June 30, 2017; and
b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($2,500) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a
one (1) year Agreement with the County of San Benito for the Monterey County Health Department, Behavioral Health Bureau to provide outpatient mental health services for Fiscal Year (“FY”) 2016-17, for a total Agreement amount not to exceed $25,000 for the term retroactive to July 1, 2016 through June 30, 2017; and
b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($2,500) of the original Agreement amount and do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
For a number of years, the County of San Benito has contracted with Monterey County Health Department, Behavioral Health Bureau (“MCBH”) to provide mental health services to children and adolescents who are San Benito County Medi-Cal beneficiaries temporarily residing in Monterey County. MCBH provides these mental health services at MCBH clinic sites as required by Medi-Cal regulation. This Agreement allows for MCBH to provide and obtain reimbursement from San Benito County for these services, less the federal financial participation portion received by Monterey County from the State through the Medi-Cal billing process.
MCBH seeks the Board of Supervisors approval to authorize the Director of Health or Assistant Director of Health to execute the Agreement with San Benito County retroactive to July 1, 2016. The Agreement with San Benito County is being presented to the Board for approval later than anticipated due to lengthier than expected contract negotiations.
This Agreement contains a 30-day “without cause” provision (Section 6).
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 1) Empower the community to improve health through programs, policies, and activities. It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems; and 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively.
FINANCING:
This Agreement provides reimbursement of State realignment funds to the Behavioral Health Bureau. The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Adopted Budget.
