RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute an Agreement with Life Technologies, Corporation for the recertification and preventative maintenance service for the laboratory device 7500 Fast Dx Real-Time Instrument, in the amount of $27,000, for the period from October 12, 2016 to October 11, 2019; and 

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign up to three (3) future one year amendments, where the amendments in the aggregate do not exceed (10%) ($2,700) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department Laboratory performs testing on patient specimens for viruses such as influenza, norovirus, entrovirus and others. The 7500FAST DX instrument is a real-time nucleic acid amplification and detection system that measurer’s nucleic acid signals from reverse transcribed RNA and coverts them to comparative quantitative readouts using fluorescent detention of dual-labeled hydrolysis probes.  There are strict requirements for proper care and timely completion of preventative maintenance and qualification services.  According to the 510 K clearance language of this system the calibration (and follow on qualification) must be completed by an AB engineer. Life Technologies is a provider that is certified to provide the needed requirements for this lab equipment.

 

Life Technologies has exceptions to the County standard liability provisions and as such it is the recommendation of the Director of Health to receive approval for this Agreement. The start date of the Agreement is retroactive to October 12, 2016 due to the length of time it took to negotiate with the vendor additional terms needed for the Agreement.

 

This work supports the MCHD 2011-2015 Strategic Plan Initiative; 1. Empower the community to improve health through programs, policies, and activities; and 2. Enhance community health and safety by emphasizing prevention. It also supports several of the essential public health services: 1. Mobilize community partnerships and action to identify and solve health problems; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable; and 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions respectively. Risk Management has not approved as to legality or risk due to the non-standard risk provisions within the Agreement; Board of Supervisors approval is requested.  Contractor has provided proof of required insurance.

 

FINANCING:

There are sufficient appropriations in Health Department’s Public Health (HEA003) Adopted Budget for FY 2016-17 to accommodate this action.
