Title
Adopt a Resolution to revise and approve amendments to the Conflict of Interest Code of the Salinas Valley Memorial Healthcare System.
Report
RECOMMENDATION:
It is recommended that the Board of Supervisors, as code reviewing body for local agencies, adopt a resolution to revise and approve the proposed amendments to the Conflict of Interest Code of the Salinas Valley Memorial Healthcare System, a copy of which is attached hereto (Attachment A), as revised by the memo from the Office of County Counsel (Attachment E).

SUMMARY:
Following the biennial review of its Conflict of Interest Code required by Government Code section 87306.5, Salinas Valley Memorial Healthcare System submitted its amended Conflict of Interest Code to add positions to its list of designated positions required to file a Form 700 Statement of Economic Interest, to revise the titles of existing designated positions, and to delete designated positions. The proposed amended Conflict of Interest Code is before the Board of Supervisors for approval.

DISCUSSION:
Amendments to local agency Conflict of Interest Codes are authorized by section 87306 of the Government Code whenever changes are required by changed circumstances, by creation or deletion of designated positions, or by changes in the duties of such positions. Pursuant to sections 82011 and 87303 of the Government Code, the Board of Supervisors is the code reviewing body for local agencies and may approve a proposed Code as submitted, revise a proposed Code and approve it as revised, or return a proposed Code to the agency for revision and resubmission.

The proposed Code submitted by the Salinas Valley Memorial Healthcare System, as revised as recommended by County Counsel, is lawful under the Political Reform Act of 1974.
