Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a new three (3) year Mental Health Services Agreement with Emmanuel Inneh dba Monterey Bay Guest Home II in Salinas, CA for the provision of board and care services for Monterey County adult residents with severe psychiatric disabilities in the amount of $181,800 for Fiscal Year (FY) 2016-17, $219,000 for FY 2017-18, and $219,000 for FY 2018-19, for a total Agreement amount not to exceed $619,800 retroactive to September 1, 2016 through June 30, 2019; and

b.                      Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($61,980) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with Emmanuel Inneh expands the Board & Care services currently provided by the original Monterey Bay Guest Home in Seaside, CA, to a new facility, Monterey Bay Guest Home II in Salinas, CA.  Both Monterey Bay Guest Homes are licensed by the State of California Department of Social Services as Adult Residential Facilities. Their facilities provide community based living that creates a normalizing experience for adults with severe psychiatric disabilities, as defined in Section 1502 of the Health and Safety Code.  The proposed new Agreement with Emmanuel Inneh, owner and administrator of Monterey Bay Guest Home II, supplements existing Agreement A-12777 with Monterey Bay Guest Home (I).  Approval of this Agreement provides for expanded care for Monterey County Behavioral Health Bureau adult clients with severe psychiatric disabilities and complies with the requirements of the Welfare and Institutions Code Section 5600 (Bronzan-McCorquodale Act).

 

Monterey Bay Guest Home II in Salinas, CA will provide 40 additional beds to County residents, in addition to the 22 beds currently provided by the original Monterey Bay Guest Home facility in Seaside, CA.

 

This Agreement is retroactive to September 1, 2016 by negotiated agreement with the vendor over several weeks, as service levels were discussed and the new facility vetted by the County.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. A copy of this Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is 100% funded by 1991 Realignment revenues.  The funds for this Agreement ($181,800) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2016-17 Adopted Budget.  The funds for this Agreement for FY 2017-18 ($219,000) and FY 2018-19 ($218,000) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
