Adopt a Resolution:

a. Approving the Working Drawings (Plans and Specifications) for the Jail Housing Addition Project No. 8819, Bid Package No.10568 (Project), and authorize advertising for bid;

b. Authorizing submittal of the approved Working Drawings (Plans and Specifications) to the Board of State and Community Corrections for State approval of Working Drawings and Proceed to Bid;

c. Authorizing the Resource Management Agency Interim Deputy Director of Public Works and Facilities, upon obtaining State approval to Proceed to Bid, to advertise for bids and issue the Working Drawings (Plans and Specifications) to the Contractors to Bid on the Construction Contract for the Jail Housing Addition, Project No. 8819; and

d. Authorizing and directing the County Administrative Officer, Resource Management Agency Director, and Monterey County Sheriff to take such other further actions as may be necessary or appropriate to move the Project to construction to meet State milestone requirements as defined under the AB 900 Phase II Financing Program.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve the Working Drawings (Plans and Specifications) for the Jail Housing Addition Project No. 8819, Bid Package No.10568 (Project), and authorize advertising for bid;

b.                     Authorize submittal of the approved Working Drawings (Plans and Specifications) to the Board of State and Community Corrections for State approval of Working Drawings and Proceed to Bid;

c.                     Authorize the Resource Management Agency Interim Deputy Director of Public Works and Facilities, upon obtaining State approval to Proceed to Bid, to advertise for bids and issue the Working Drawings (Plans and Specifications) to the Contractors to Bid on the Construction Contract for the Jail Housing Addition, Project No. 8819; and

d.                     Authorize and direct the County Administrative Officer, Resource Management Agency Director, and Monterey County Sheriff to take such other further actions as may be necessary or appropriate to move the Project to construction to meet State milestone requirements as defined under the AB 900 Phase II Financing Program.

 

SUMMARY:

Staff is seeking a Board of Supervisors’ approval of the Working Drawings (Plans and Specifications) authorizing advertising for bid and authorizing the submittal of the board-approved Working Drawings (Plans and Specifications) to the Board of State and Community Corrections (BSCC) for approval of  Working Drawings (Plans and Specifications) and Proceed to Bid.  Additionally, after obtaining BSCC approval to Proceed to Bid, the resolution authorizes the RMA-Interim Deputy Director of Public Works and Facilities to advertise for bids in an adjudicated newspaper of general circulation, issue Working Drawings (Plans and Specifications), and directs the County Administrative Officer, Resource Management Agency Director, and Monterey County Sheriff to take such other further actions as may be necessary or appropriate to move the Project to construction to meet State milestone requirements as defined under the AB 900 Phase II Financing Program.

 

The anticipated schedule for the advertising of the Project is December 15, 2016, with the bid opening set for Thursday, January 26, 2017, at 2:00 p.m., in the Board of Supervisors Conference Room 1032, Monterey County Government Center, 168 West Alisal Street 1st Floor, Salinas, California 93901.Work is scheduled to begin on April 24, 2017, with completion on June 30, 2019.  A “Notice to Bidders” will be duly advertised in a newspaper of general circulation per Public Contracts Code Section 20150.8.

 

DISCUSSION:

The Project will be a 576 maximum-security-bed-housing addition.  The addition is comprised of an Administrative Area and a Housing Area.

 

Administrative Area:  The Administrative Area includes a new jail facility public entry, video visitation room, office space, locker room facilities, separate training and break rooms for staff, and a central control room for the addition. 

 

Housing Area: The Housing Area contains new beds that will be constructed to meet immediate needs. Housing areas will be designed to maximize staffing efficiency. A total of 576 new beds in 288 double occupancy cells will be added for maximum-security inmates. Adequate ADA cells will be provided.  Dayrooms will be provided and will contain anchored tables and seating to accommodate the maximum number of inmates allowed access to the dayroom at any given time in each housing unit. 

 

Site Work:  Site work consists of surface demolition, grading, re-grading, relocation/removal of existing utilities, new utilities and new emergency generator.  Providing and installing electrical switchgear, hardscape, landscape, water quality basins as part of the storm water control plan, irrigation, fencing, lighting, signage, parking, and fire hydrants are also part of the site work.

 

An environmental impact report (EIR) and mitigation monitoring program was approved for the Project by this Board on May 19, 2015.  Notice of Determination was recorded on June 24, 2015 and filed with the State Clearinghouse.  No legal challenges to the EIR have been filed, and the time for bringing such challenges has expired.

 

OTHER AGENCY INVOLVEMENT:

Resource Management Agency Public Works and Facilities coordinated with Monterey County Sheriff and County Administrative Office-Contracts/Purchasing to develop the Working Drawings (Plans and Specifications) and continues to work jointly with the Board of State and Community Corrections to meet all State-mandated milestones to maintain the conditional award of the Project.  Offices of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Specifications as to form and legality, fiscal terms, and insurance provisions, respectively.

 

 

FINANCING:

The Board approved financing plan for the Jail Housing Addition Project includes an $80 million State grant and $8.9 million in County matching funds previously set aside in Fund 404. The probable cost of construction is estimated around $65,000,000. 

 

There is sufficient funding allocated for construction based on estimates of probable cost.  If bids exceed costs estimates, staff will investigation options for consideration.  Staff will return to the Capital Improvement Committee, Budget Committee and Board of Supervisors if additional funding is required.
