Report
SUMMARY:
Monterey County experienced a succession of storm events in 2016 that resulted in significant rainfall causing localized flooding, erosion, sedimentation, and damage to critical infrastructure affecting public safety.

The ratification of this emergency proclamation will allow for timely repairs to a damaged drainage channel located north of the State Highway 68 and Laureles Grade intersection. The channel repairs are necessary to mitigate imminent flooding and sedimentation impacts to State Highway 68.

DISCUSSION:
A succession of winter storms in 2016 caused damages to local infrastructure and public and private property within Monterey County. Localized flooding and erosion resulted in damage to a drainage channel located north of the State Highway 68 and Laureles Grade intersection, and the toe of an alluvial fan is now adjacent to State Highway 68. The necessity for the channel repairs was recently brought to the County's attention by Caltrans. Until action is taken to address these safety concerns, flooding and sedimentation will continue to impact public safety.

The aforesaid conditions of extreme peril necessitated the proclamation of a local emergency which was signed into effect by the County Administrator's Office on November 28, 2016 and the Proclamation is proposed to be extended on December 6th due to the emergency taking place while the Board of Supervisors was out of session and unavailable.
