RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 2 to Alcohol and/or Drug Service Agreement A-12786 with
Sun Street Centers for the provision of alcohol and drug recovery services in the increased amount of $382,802 for Fiscal Year (FY) 2016-17, and $269,272 for FY 2017-18, for a revised total Agreement amount not to exceed $5,133,841 for the term July 1, 2015 - June 30, 2018.
SUMMARY/DISCUSSION:
Sun Street Centers provides residential and outpatient alcohol and drug recovery services for Non Medi-Cal, AB 109, and CalWORKS eligible Monterey County residents. This Amendment No. 2 will add Drug Medi-Cal (DMC) funds for outpatient services for FYs 2016-18 and Intensive Outpatient Treatment for FY 2016-17 to the serve Drug Medi-Cal eligible population, and revises the FYs 2016-18 drug treatment rates to reflect FY 2016-17 Drug Medi-Cal rates published by the Department of Health Care Services (DHCS).
This Agreement contains the County’s standard 30 day termination provision (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. Amendment No. 2 is on file with Clerk of the Board.
FINANCING:
This Agreement is funded by 41% Federal Substance Abuse Prevention & Treatment (SAPT), 12% Drug Medi-Cal, 22% State Funds Behavioral Health Sub Account, 12% AB 109, and 13% Other Non-State/None Federal funds. The funds for FY 2016-17 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Adopted Budget. The funds for this Agreement for FY 2017-18 will be included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2017-18 Requested Budget.
