Appoint the Monterey County Veterans Service Officer or his/her designee to serve as representative to the California Department of Veterans Affairs (CalVet) Advisory Committee for the California Central Coast State Veterans Cemetery.

RECOMMENDATION:

It is recommended that the Board of Supervisors appoint the Monterey County Veterans Service Officer or his/her designee to serve as representative to the California Department of Veterans Affairs (CalVet) Advisory Committee for the California Central Coast State Veterans Cemetery.

 

SUMMARY:

The California Department of Veterans Affairs (CalVet) has requested that a representative and alternate from the County of Monterey be nominated by the Board of Supervisors of the County of Monterey to serve on the Advisory Committee for the California Central Coast State Veterans Cemetery.

 

DISCUSSION:

In 1994 efforts commenced to establish a Veterans Cemetery in Monterey County to serve the large local community of veterans. The California Central Coast Veterans Cemetery opened in October of 2016. With the opening of each California State Veterans Cemetery, CalVet has established Advisory Committees in order to continue local involvement in the ongoing development and enhancement of these cemeteries. Hence, the Military and Veterans Code was amended as follows to provide for this ongoing local involvement and input.

 

Military and Veterans Code (M&VC) (Sections 1402 and 1456(a)) and California Code of Regulations Title 12, Division 2, Chapter 3, Subchapter 5, Section 462 establishes an Advisory Committee for each State Veterans Cemetery. The purpose of the Advisory Committee is to review and provide feedback on proposals for the construction, placement, or donation of monuments and memorials to the cemetery. All proposals for the construction, placement, or donation of monuments and memorials to the cemetery shall be subject to the approval of the CalVet Secretary.

 

For the California Central Coast Veterans Cemetery, the Advisory Committee is established per M&VC Section 1456(a): “One representative from the County of Monterey, nominated by the Board of Supervisors of the County of Monterey. One representative from the City of Seaside, nominated by the City Committee of the City of Seaside. One representative from the Fort Ord Reuse Authority, nominated by the board of directors of the Fort Ord Reuse Authority. Two members from the Fort Ord Veterans Cemetery Citizens Advisory Committee, nominated by that committee. At least two members from the department.”

 

If the Board approves the recommended action, it will continue to be in effect until such time as the Board desires to change the appointment
