RECOMMENDATION:

It is recommended that the Monterey County Water Resources Agency Board of Directors:

Approve Amendment No. 3 to the General Services Agreement with Industrial Machine Shop, Inc. in the amount of $150,000 to provide repair, fabrication and machining services of components for facilities and projects owned and managed by MCWRA; extend the terms of the agreement to terminate on June 30, 2019; and, authorizing the General Manager to execute the agreement.

 

SUMMARY/DISCUSSION:

 

The Agency desires to amend its 3-year general services agreement with Industrial Machine Shop, Inc., an increase to the not to exceed contract amount of $200,000 to a not to exceed contract amount of $350,000. The Agency also desires to extend the term of the contract to terminate June 30, 2019. This agreement will provide as needed machining, fabrication and repair services of Agency facility and project components in various Zones of Benefit and multiple funds.

 

On September 22, 2014 MCWRA’s Board of Directors approved a General Services Agreement with Industrial Machine Shop, Inc. in the amount of $90,000 to provide repair, fabrication and machining services of components for facilities and projects owned and managed by MCWRA; encumber $30,000 from fund 122 for the purpose of rebuilding an industrial pump.

 

On June 12, 2015 MCWRA’s Board of Directors approved Amendment No. 1 to the General Services Agreement with Industrial Machine Shop, Inc. in the amount of $60,000, for a not to exceed amount of $150,000. Amendment 1 also encumbered $40,000 from Fund 118 for the purpose of rebuilding an industrial pump.

 

On December 7, 2015 MCWRA’s Board of Directors approved Amendment No. 2 to the General Services Agreement with Industrial Machine Shop, Inc. in the amount of $50,000, for a not to exceed amount of $200,000.

 

Monterey County Water Resources Agency (Agency) owns and operates a variety of facilities, including two dams, 10 pump stations, 14 deep fresh water well pumps, and 48 miles of pipeline.

 

The purpose of this General Services Agreement is to provide as needed machining, fabrication and repair services of facility and project components, within acceptable parameters, critical to facilities operated by the Agency.

 

All services will be provided on an as needed basis as Agency engineering and maintenance staff identifies repair and maintenance needs. The process for engaging the contractor services is to be substantially as follows;

 

Agency staff identifies specific need for work, identifies the funding source for the appropriate zone of benefit, requests specific services, receives a price quote and work schedule from the contractor, and/or, Agency staff and contractor may consult and determine a work plan and negotiate price and work schedule. The price for each identified job will be agreed to by Agency staff and contractor prior to contractor commencing work, unless in the event of an emergency.

 

The Fiscal Year 2014-2015 (year-one) contract amount payable was $90,000. Amendment No. 1 was for an additional $60,000. Amendment No. 2 was for an additional $50,000. The purpose of Amendment No. 3, for an additional $150,000 and two year term extension, is to allow continued access to machining, fabrication and repair services of facility and projects on an as-needed basis.

FINANCING:

 

There are sufficient funds within the FY 16/17 budget to cover the increase in allowable spending under Amendment No. 3 to the services agreement. The Fund accounts covered under the amended service agreement with Industrial Machine Shop, Inc. are Fund 111, Fund 112, Fund 116, Fund 127, Fund 131, and Fund 134.
