Title: a. Approve Amendment No. 3 to the Standard Agreement with A & B Fire Protection and Safety, Inc. to continue to provide services associated with annual inspections and testing of fire sprinkler suppression systems, and on-call maintenance services and repairs for County owned buildings and facilities, and to increase the not to exceed amount of $87,325 by $92,675 for a total amount not to exceed $180,000, and extend the expiration date from March 1, 2017 for one (1) additional year through March 1, 2018, for a revised term from December 1, 2014 to March 1, 2018; and b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 3 to the Standard Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved amount of the Agreement.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve Amendment No. 3 to the Standard Agreement with A & B Fire Protection and Safety, Inc. to continue to provide services associated with annual inspections and testing of fire sprinkler suppression systems, and on-call maintenance services and repairs for County owned buildings and facilities, and to increase the not to exceed amount of $87,325 by $92,675 for a total amount not to exceed $180,000, and extend the expiration date from March 1, 2017 for one (1) additional year through March 1, 2018, for a revised term from December 1, 2014  to March 1, 2018; and

b.                      Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 3 to the Standard Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved amount of the Agreement.

 

SUMMARY/DISCUSSION:

The Resource Management Agency (RMA) has identified a need for A & B Fire Protection and Safety, Inc. to continue to provide services associated with annual inspections and testing of fire sprinkler suppression systems and on-call maintenance services and repairs for County owned facilities, and to assist the RMA staff with related projects.

 

Amendment No. 3 to the Standard Agreement (SA) between the County and A & B Fire Protection and Safety, Inc. will increase the not to exceed amount of $87,325 by $92,675 for a total amount not to exceed $180,000, and extend the expiration date of the SA from March 1, 2017 for one (1) additional year through March 1, 2018, for a revised term from December 1, 2014  to March 1, 2018, while County staff works to procure these services under a formal solicitation process such as a Request for Qualifications (RFQ).  Initially, County staff selected A & B Fire Protection and Safety, Inc. for their expertise and capabilities necessary to provide these services through an informal solicitation process.

 

Attachment A provides a summary of the SA to date.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 3 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Costs associated with Amendment No. 3 to the SA with A & B Fire Protection and Safety, Inc. are anticipated to be incurred over the next two (2) fiscal years (FY): 2016-17 and 2017-18.  Sufficient appropriations are available in the RMA Facilities’ adopted FY 2016-17 budget, General Fund 001, Department 3000, Unit 8176, Appropriations Unit RMA006 to fund Amendment No. 3.  $22,585 was included in the RMA FY 2016-17 Adopted budget for costs associated with this agreement.  The amount for the remaining FY of the SA will be included in that budget as appropriate.
