RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and Authorize the Director of Health, or Assistant Director of Health to sign a County of Monterey Standard Agreement with Peninsula Business Interiors for new product, delivery and installation services of new furniture for the Seaside Family Health Center expansion, for a total contract amount not to exceed $325,000.00, for the period of February 15, 2017 to June 30, 2018; and

b.                     Authorize the Director of Health or Assistant Director of Health to one (1) future amendment to this Agreement where the amendments do not exceed 10% of the total annual amount ($32,500.00) and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department Clinic Services Bureau (Clinic Services) is a safety net provider and the only source of health care for many Monterey County residents.  One of Clinic Services primary care clinics, Seaside Family Health Center, will be increasing its capacity by expanding its operations into a newly constructed facility located directly across from its current location.  The Seaside Family Clinic has more than 47,500 patient visits each year, making it a key part of the community’s health -delivery system.  In order to accommodate the increased demand in family care and to allow for better access and better quality of care, Seaside Family Health Clinic will be expanding to 18,572 square feet increasing the number of exam rooms from 18 to 33, and will include the addition of a procedure room and a dental suite.  The installation of furniture under this agreement does not involve a work of public improvement.  The installation is either of freestanding furniture or modular furniture neither of which is a public work for bidding purposes. The expansion will enable the Health Department to accommodate an increase of patient visits and offer more programs and services to the community. 

 

Approval of the recommended action will allow Peninsula Business Interiors (PBI) to provide the necessary office furniture and products such as free standing and/or open office panel systems, hang-on components, seating, storage cabinets, counters, shelving, chairs and workstation products, as well as product delivery, installation, and removal of existing furniture for the expansion of the Seaside Family Health Center.  PBI will pay prevailing wages pursuant to Labor Code 1720 and comply with all its requirements.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiatives to: Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: (7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, the Auditor-Controller and Contracts/Purchasing have reviewed and approved the Agreement. This Agreement is on file with Clerk of the Board.

 

FINANCING:

Sufficient appropriations are available in FY 2016-17 Adopted Budget and FY2017-18 Proposed Budget of Clinic Services Bureau, Health Department (4000-HEA007).  The Agreement is funded by revenues from MediCal and Medicare.  There is no financial impact to the General Fund resulting from approval of this Agreement.
