RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no extension Amendment No. 2 to Mental Health Services Agreement A-12724 with Pajaro Valley Prevention and Student Assistance, Inc. to increase the Fiscal Year (FY) 2016-17 amount from $286,000 to $390,000 (an increase of $104,000), and increase FY 2017-18 amount from $286,000 to $390,000 (an increase of $104,000), for a revised total Agreement amount not to exceed $1,066,000 for the same term of July 1, 2015 through June 30, 2018.

 

SUMMARY/DISCUSSION:

Pajaro Valley Prevention and Student Assistance, Inc. is a non-profit organization dedicated to improving the quality of life for children and families.  Pajaro Valley Prevention and Student Assistance, Inc. provides mental health services to North Monterey County children attending schools in the Pajaro/Las Lomas area and their family members who are Medi-Cal or Non Medi-Cal eligible and who suffer from mental disorders.  This Amendment No. 2 will expand services to children between 0-5 years of age, and remove FY 2016-17 and FY 2017-18 non Medi-Cal funds and reallocate those funds to leverage additional Medi-Cal funding to increase services in the North Monterey County community.  This Amendment No. 2 is effective January 1, 2017.

 

This Agreement contains the County’s standard 30 day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 2 to Agreement A-12723 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Amendment No. 2 is funded by Mental Health Services Act Prevention and Early Intervention (11%), Federal Financial Participation (55%), and 2011 Realignment (29%).  The remaining 5% will be matched by Pajaro Valley Prevention and Student Assistance, Inc.  The funds for FY 2016-17 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Adopted Budget.  The funds for this Agreement for FY 2017-18 will be included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2017-18 Requested Budget.
