RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board Supervisors:

a. Accept the annual recertification materials required for continued participation in FEMA's National Flood Insurance Program Community Rating System.

SUMMARY/DISCUSSION:

Since 2002, Monterey County has voluntary participated in Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP) Community Rating System (CRS). In exchange for the community's proactive efforts in reducing flood risks, policyholders received reduced flood insurance premiums for buildings in the floodplain. Continued participation in the program requires the County to annually recertify its CRS activities through a process with the Insurance Services Office, Inc. Through this process the County is required to demonstrate it is continuing to meet the prerequisites for its NFIP/CRS class rating and implementing the activities for which it has earned credit.

The last recertification occurred in November 2015 with the adoption of the 2014 Update of the Monterey County Floodplain Management Plan. Last year's recertification resulted in the community receiving a 15% discount on most flood insurance premiums. In 2016, there were 1,972 flood insurance policies in Monterey County and the annual savings as a result of the CRS discount was $370,931. This was up from just 1,627 policies in 2014.

The annual recertification materials submitted to the ISO/CRS Specialist include a checklist completed by the Monterey County CRS Coordinator (David Chardavoyne, MCWRA General Manager) and signed by the County Chief Executive Officer (Lew Bauman, County Administrative Officer).
