a. Approve Renewal and Amendment No. 1 to Agreement For Specialized Attorney Services with Renne Sloan Holtzman & Sakai, LLP to continue to provide legal services in connection with labor negotiations retroactive to July 1, 2016 and extending the term of the agreement through December 31, 2017, and to increase the contract amount of $40,000 by $45,000, for a total contract amount not to exceed $85,000; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Renewal and Amendment #1 to the Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Renewal and Amendment #1 to Agreement For Specialized Attorney Services with Renne Sloan Holtzman & Sakai, LLP to continue to provide legal services in connection with labor negotiations retroactive to July 1, 2016 and extending the term of the agreement through December 31, 2017, and to increase the contract amount of $40,000 by $45,000, for a total contract amount not to exceed $85,000; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Renewal and Amendment #1 to the Agreement.
SUMMARY/DISCUSSION:
On November 19, 2015, the Contracts/Purchasing Officer signed an Agreement with Renne Sloan Holtzman & Sakai, LLP for $40,000 to assist the County with labor negotiations. This contract expired on June 30, 2016, prior to completion of negotiations with the various bargaining units.
Approval of the recommended actions will allow the Human Resources Department to process payments for pending invoices and secure additional consultant services to complete essential labor negotiations per the terms and conditions of the contract.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel and Auditor-Controller have reviewed and approved Renewal and Amendment No. 1 as to form and legality, and fiscal provisions, respectively.
