Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or the Assistant Director of Health to sign an Agreement with the City of Del Rey Oaks (City) for the use of the Monterey County Animal Services Center and provision of other animal services, for the period of March 7, 2017 through January 30, 2019.

b.                     Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) extensions of the Agreement, of one (1) year each, subject to County Counsel review, where the extensions do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department’s Animal Services Bureau is responsible for providing animal control services in the unincorporated areas of Monterey County.  It also operates an Animal Services Center located at 160 Hitchcock Road, Salinas, CA that offers an array of services, including but not limited to shelter, veterinary, quarantine, and licensing services. 

 

The City of Del Rey Oaks desires to contract with the County for the provision of specified services at the Animal Services Center as delineated in the Agreement.  Generally, the services to be provided to the City by the County Health Department’s Animal Services Bureau include investigating reports of bite incidents and/or biting animals within the jurisdiction of the City, coordinating the efforts to de-brain and otherwise test biting animals for rabies, sheltering stray domestic animals, and providing quarantine holds for animals to rule out suspected rabies.  In cases where a human being or domestic animal is bitten, the County Animal Services Bureau will transport tissue and properly dispose of rabid animal remains.  The County Animal Services Bureau will quarantine biting domestic animals pursuant to state regulations and local ordinances and will produce and submit reports to the City and appropriate agencies.  The City will compensate the County for provision of animal services as set forth in the Agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the Agreement as to form.  The Office of Risk Management has reviewed and approved the Agreement as to Liability.  The Auditor-Controller has reviewed and approved the Agreement as to Fiscal Provisions.

 

FINANCING:

The services provided to the City of Del Rey Oaks will generate approximately $12,000 in revenue each year.  This revenue is used to offset operational costs related to the provision of services to the City. There are sufficient appropriations and revenues included in the Health Department FY 2016-17 adopted budget [001-HEA001-8442] to accommodate action.
