Approve and authorize the Interim Director of Information Technology to execute Amendment No. 4 to the Agreement between Specialty Construction Incorporated and the County of Monterey, adding $50,000 to the existing contract for $99,999, for a revised total not to exceed $149,999, to continue to provide specialized installation and maintenance services at County public safety communications towers.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Interim Director of Information Technology to execute Amendment No. 4 to the Agreement between Specialty Construction Incorporated and the County of Monterey, adding $50,000 to the existing contract for $99,999, for a revised total not to exceed $149,999, to continue to provide specialized installation and maintenance services at County public safety communications towers.

 

SUMMARY:

Specialty Construction, Inc. provides qualified personnel, specially trained in performing elevated work around live radio signals, for installations and maintenance at public safety communications towers located within Monterey County. The Information Technology Department seeks to increase the amount of the existing agreement between the County and Specialty Construction Inc. so that maintenance and installations essential to the NGEN project can be performed. 

 

DISCUSSION:

The County, through the Information Technology Department (ITD), is responsible for maintaining public safety communications towers throughout Monterey County.  The towers are used for the placement of transmit and receive antennas, mounting brackets, microwave dishes, coaxial cable, and miscellaneous parts necessary to ensure connections are secure and weather sealed. This equipment ensures maximum coverage for two-way radio communications supporting law, fire and local government agencies throughout Monterey County.

 

Specialty Construction, Inc. has been assisting ITD with the upgrade and repair of antennas, microwave dishes and outdoor units since 2009. Its expertise in safety compliance for this highly specialized work ensures that the County adheres to applicable safety laws.  This includes State of California rules and federal regulations issued by the Occupational Safety and Health Administration (“OSHA”) of the United States Department of Labor. Specifically, Specialty Construction, Inc. ensures County compliance with the Code of Federal Regulations, Title 29, Chapter XVII, Part 1926, entitled “Safety and Health Regulations for Construction” and the California Code of Regulations, Title 8, Chapter 4, Subchapter 21, entitled “Telecommunication Safety Orders.”

 

The County is currently upgrading the existing analog conventional radio system to the digital Next Generation (NGEN) Radio System; this requires equipment upgrades and modifications on radio towers throughout Monterey County. The increase in funding for this contract will ensure the Information Technology Department can install and/or modify antennas, microwave dishes, etc., as necessary to support the implementation and deployment of the NGEN system.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed Amendment Number 4 as to form. 

 

FINANCING:

The funds for payment of the costs of this Agreement have been included in the FY 16-17 Approved Budget for the Information Technology, ITD 1930, Unit 8436.
