RECOMMENDATION:
It is recommended that the Board of Supervisors, approve an application for the Monterey County Workforce Development Board/Administrative entity to be the provider for the Workforce Innovation Opportunity Act Tile I Adult and Dislocated Worker Career Services.

SUMMARY/DISCUSSION:
On December 19, 2016, the State of California Employment Development Department issued its final directive (WSD16-14) on the selection of AJCC Operators and Career Service Providers. This policy provided guidance on the requirements and the approval process for the submittal of applications to the California Workforce Development Board for those local workforce areas wanting to fulfill this role themselves.

A local Board or administrative entity may be designated as an Adult and Dislocated Worker services provider only with the approval of the Chief Elected Official (CEO) and the Governor. (WIOA Section 107(g)(2) and 20 C.F.R. Section 679.410(b).) These approvals would exempt the MCWDB from competitive selection of an Adult and Dislocated Worker career services provider and would allow the MCWDB to fulfill this role itself, by contracting with the County for these services.

Generally, local boards are responsible for identifying Adult and Dislocated Worker career services providers. Where the AJCC Operator does not provide Adult and Dislocated Worker career services, WIOA section 134(c)(2) states that the local board must identify eligible providers through awarding of contracts or must apply to the Governor for approval for the local board/administrative entity to provide these services.
