RECOMMENDATION:

It is recommended that the Capital Improvement Committee support:

 

a.  Appropriation of $150,000 in the Fiscal Year 2016-17 Budget from the Castroville Area Regional Traffic Impact Fee Fund 002-3000-2652 to construct a pedestrian crosswalk on Merritt Street at Crane Street intersection in Castroville, an unincorporated area of the County; and

 

b.  Authorization for Auditor-Controller to amend the FY 2016-17 Adopted Budget to increase appropriations and revenue by $150,000 in the Road Fund 002, Appropriation Unit RMA012, funded by the Castroville Area Regional Traffic Impact Fees.

 

SUMMARY:

Resource Management Agency (RMA) staff is requesting the support of the Capital Improvement Committee for the appropriation of Castroville Area Regional Traffic Impact Fees to fund the Merritt Street at Crane Street pedestrian crosswalk project.

 

DISCUSSION:

RMA staff has received multiple requests to install a pedestrian crosswalk on Merritt Street (State Route 183) at the intersection of Crane Street, in the community of Castroville.  Given Merritt Street is a main street of the community, installing a pedestrian crosswalk will enhance safety at this location.  The project will consist of installing a crosswalk, rapid rectangular flashing beacons (RRFB), and Americans with Disabilities Act (ADA) curb ramps.

 

Proposed funding for the project is from the Castroville Area Regional Traffic Impact Fees.

 

Mitigation Measure 3.14-7 of the approved Castroville Community Plan requires that the County “… provide crosswalks and pedestrian signal phases; …” and that “Future development within the Community Plan to contribute to pedestrian and bicycle improvements to be installed within each Opportunity Area” as an action of compliance.  Therefore, the use of Castroville Area Regional Traffic Impact Fees to fund this project is consistent with the Community Plan and an appropriate use of the funds.

 

Once appropriation is approved, construction could begin as early as May 2017.

 

The recommended actions support the Board of Supervisors’ Strategic Initiative for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs.”

 

OTHER AGENCY INVOLVEMENT:

Since Merritt Street, also known as State Highway 156, is a California Department of Transportation (Caltrans) facility, the RMA-Public Works and Facilities will coordinate with Caltrans for the installation of the pedestrian crosswalk and RRFB.  This item was presented to the Budget Committee on January 25, 2017.

 

FINANCING:

Total estimated Project cost is $150,000.  The recommended action proposes an increase in appropriations and revenue in Fund 002, Appropriation Unit RMA012 by $150,000.  It is proposed to fund the project from the revenue collected by the Castroville Area Regional Traffic Impact Fee (Fund 002-2652), which has a current balance of $382,937.
