RECOMMENDATION:
It is recommended that the Budget Committee receive an oral report from the Sheriff's Office on a staffing study and support to present the complete study to the Board of Supervisors.

SUMMARY/DISCUSSION:
On November 12, 2015, the Budget Committee has requested to receive a staffing increase proposal to be developed in a phased approach.

The Sheriff's Office had requested and received a proposal to perform a comprehensive services delivery and staffing review (the study) from Citygate Associates. This proposal had been forwarded to the County Administrative Office (CAO) for assistance in securing funding for the project but ended up with the Sheriff's Office absorbing the costs in the Fiscal Year (FY) 2015-16 in the amount of $36,830. The study had started in February 2016 and as of this writing it is in the process of being completed. The complete study is expected to be presented to the Board of Supervisors in March, 2017 by the Sheriff's Office and Citygate staff.

The Sheriff's Office has not had a comprehensive staffing study conducted since 2006. This was prior to the recession, the impacts of AB 109, Proposition 47 and Proposition 57. This study will help develop a more strategic and efficient model to staff the Sheriff's Office operations in all three Bureaus (Enforcement, Corrections, Administration). The Sheriff's Office requires a performance review of the current delivery of services and recommendations of alternatives for those items needed to meet current best practices staffing levels, data collection and use, patrol beat patterns and response times, and safety of personnel assigned to the jail.
