Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a new Mental Health Services Agreement with Discovery Practice Management, Inc. dba Center For Discovery in Los Alamitos, CA for the provision of specialized residential treatment services for Monterey County teen and adolescent residents with eating disorders as a primary diagnosis in the amount of $93,600 for Fiscal Year (FY) 2016-17, and $108,000 for FY 2017-18, for a total Agreement amount not to exceed $201,600 retroactively effective January 1, 2017 through June 30, 2018; and

b.                      Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($20,160) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Discovery Practice Management, Inc. dba Center For Discovery in Los Alamitos, CA is a private for-profit corporation licensed by the State of California Department of Public Health as a Congregate Living Health Facility, and is accredited and Certified by the Joint Commission.  Their Center For Discovery Treatment Center in Granite Bay, CA (Sacramento) provides specialized, personalized residential treatment for teens and adolescents, both male and female ages 10-19 with eating disorders as a primary diagnosis.   Center For Discovery provides tailored services and therapies for a variety of eating disorder deficits including Anorexia Nervosa, Bulimia Nervosa, and Binge Eating Disorder, in variety of adaptive functioning areas, which assist the patient with impulsive and coping behaviors.  The average estimated treatment period / residential stay is from 30-45 days.

 

This Agreement includes payment for a brief emergency placement in FY 2015-16 and services in FY 2016-17 for up to two (2) children at the estimated minimum period stay of 30 days, or 1.3 children up to the estimated maximum treatment stay period of 45 days.  Monies allocated for FY 2017-18 will provide services for up to three (3) children at 30 days or two (2) at 45 days, giving the County access to a dedicated eating disorder residential facility as needed.

 

Normally this Agreement would be retroactive to the previous FY due to an emergency placement (necessary when current contracted providers are unable to provide the specialty mental health services a youth requires), however, we were able to provide for that service under the current FY, making this Agreement effective January 1, 2017.  As shown, this Agreement adds capacity to provide for future placements at the facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is 100% funded by Special Education Local Plan Area (SELPA) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement ($93,600) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 Adopted Budget.  The funds for this Agreement for FY 2017-18 ($108,000) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2017-18 Requested Budget.
