Report

RECOMMENDATION:

It is recommended the Board of Supervisors:

Authorize the Chief Executive Officer (CEO) for Natividad Medical Center (NMC), or his designee to execute an Affiliation Agreement, with a retroactive start date of December 14, 2016 with The Board of Trustees of the Leland Stanford Junior University (Stanford) and Foothill-De Anza Community College District (Foothill-De Anza) and Natividad Medical Center (NMC) (Affiliation Agreement) for Physician Assistant student training in a clinical setting at NMC, for the period of December 14, 2016 through December 13, 2018.

SUMMARY/DISCUSSION:

The Natividad Medical Center Family Medicine Residency Program (NMCFMRP) has been in existence since 1975.  The University of California, San Francisco has been the sponsoring institution since the beginning of the program.  NMC operates the NMCFMRP for the express purpose of assisting in the care of underserved and medically indigent population, and training the new generation of doctors.

Stanford conducts an educational program for Physician Assistants who are enrolled as students at Foothill and not Stanford, in cooperation with Foothill.

The American College of Graduate Medical Education (ACGME) and the Association of American Medical Colleges (AAMC) require affiliation agreements or program letters of agreement with all of the training institutions to which they send their students and residents, and from where they receive them.  This proposed Affiliation Agreement addresses graduate medical education responsibilities between Stanford and Foothill-De Anza, as the sponsoring institutions, and NMC as a major participating site allowing Physician Assistant students from Foothill-De Anza to train at NMC.

The NMCFMRP allows Residents to solidify their knowledge by having to train the upcoming generation of physicians.  Additionally, having Advanced Practice Practitioners (Physician Assistants and Nurse Practitioners) train in conjunction with residents allows for even greater breadth of education and depth of training.  Furthermore, participation with students at these different stages of learning allows for the pipeline of medical practitioners to be supported and help us support and influence the population of Physicians and Advanced Practice Practitioners for future generations.
