RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a new Mental Health Services Agreement with Star View Behavioral Health, Inc. for the provision of residential mental health treatment services at Star View Adolescent Center in Torrance, CA for Monterey County children and adolescent residents aged 11-17 in the amount of $480,176 for Fiscal Year (FY) 2016-17, and $688,218 for FY 2017-18, for a total Agreement amount not to exceed $1,168,394 effective retroactively to July 1, 2016 through June 30, 2018; and

b.                      Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($116,839) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Star View Behavioral Health, Inc. (Star View Children and Family Services), offers residential mental health treatment services at Star View Adolescent Center in Torrance, CA.  Star View Adolescent Center is a high-level mental health treatment facility serving 56 severely emotionally disturbed youngsters between the ages of 11 and 17 years.  The facility is fully secured and designed to assist youth who have extensive histories of treatment failures from other placements.  The facility provides a medically-based, psychosocial-rehabilitation treatment program for youth requiring medium term intensive treatment with an on-grounds school, activity program, and treatment staff.  After 9-12 months of treatment youth are typically returned to their communities with intensive treatment support, or in more serious cases transferred to a higher level of care.

 

Primary services at Star View Adolescent Center are offered through a 16-bed Psychiatric Health Facility (PHF), which is licensed by the State of California Department of Health Care Services.  The PHF is Medi-Cal Certified by the Los Angeles County Department of Mental Health (LAC DMH), and is also designated for involuntary hospitalizations by LAC DMH.  Services are also provided via a 40-bed locked Community Treatment Facility (CTF) which provides sub-acute care, supervision and intensive treatment in a structured and secure residential environment.  The CTF is licensed by the State of California Department of Social Services, Community Care Licensing Division, and by the State of California Department of Mental Health as a Social Model Rehabilitation Program.  It is contracted with the Los Angeles County Department of Children and Family Services. Star View services also include Therapeutic Behavioral Services, as well as a State Certified Non-Public School.

 

This new Agreement allocates payment for a brief placement in FY 2015-16 under the 2016-17 FY, while continuing services into FY 2016-17 and FY 2017-18 for up to two (2) children.

The term of this Agreement is retroactive to July 1, 2016, due to an emergency placement.  An emergency placement is necessary when current contracted providers are unable to provide the specialty mental health services a youth requires.  In addition to the emergency placement, this Agreement adds capacity to provide for future placements at the facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. 

 

FINANCING:

This Agreement is funded by Special Education Local Plan Area (SELPA) funding (50%), Mental Health Federal Financial Participation (MH FFP) funding (35%), and Medi-Cal Early & Periodic Screening, Diagnosis & Treatment (EPSDT / 2011 Realignment) funding (15%).  The funds for this Agreement ($480,176) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2016-17 Adopted Budget.  The funds for this Agreement for FY 2017-18 ($688,218) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2017-18 Requested Budget.
