Title

a. Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the recommendation of the Director of Health or Assistant Director of Health to accept the limited indemnification and modified insurance provisions to the Student Placement Agreement with Boise State University for the placement of students within the Health Department to complete internship/externship assignments as part of their field education and service learning requirements for their respective field of study program for Fiscal Years (FYs) 2016-17 through FY 2020-21; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to execute the Student Placement Agreement with Boise State University, retroactive to January 9, 2017 through June 30, 2021.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department requests that the Board of Supervisors accept and approve the indemnification and insurance modifications to the Student Placement Agreement with Boise State University for students enrolled at Boise who require practical, clinical and non-clinical experience towards their school’s field education and/or service learning requirements. This Student Placement Agreement with Boise State carries the State of Idaho’s limited indemnification and insurance provisions.

 

This Agreement is based on a Board approved Student Placement Agreement Template that was approved by the Board on May 10, 2016 that provides for the County of Monterey standards of policy, procedures and best practices for student placement application processing, placement, credentialing, compliance with confidentiality and health privacy laws, insurance and indemnification requirements. Even though we are requesting indemnification and insurance modifications to the Agreement with Boise State University, it continues to be the goal of the Monterey County Health Department to use the Monterey County Board of Supervisors’ pre-approved Student Placement Agreement Template for each participating university and/or college to help streamline administrative processing and reduce timeline for execution. 

 

The Student Placement Agreement with Boise State University contains a thirty (30) day termination “without cause” provision (Section VI, Paragraph C), which provides that either the County or University may cancel the Agreement.

 

While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems and 8) Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  Risk Management has reviewed and cannot approve the deletion of the County standard insurance requirement and the use of the State of Idaho’s limited indemnification and insurance provisions. 

 

FINANCING:

There are no fiscal provisions included in this Agreement.
