RECOMMENDATION:

It is recommended that the Capital Improvement Committee:

 

a.  Support adopting Security Signage Specifications as standards for use on County owned and operated facilities; and

 

b.  Support implementing security signage at Monterey County Administration Building ,168 W. Alisal, Salinas, California using available budget appropriations.

 

SUMMARY:

The recommended actions will support establishing Security Signage Specification standards for Monterey County facilities, and support implementing security signage at Monterey County Administration Building ,168 W. Alisal, Salinas, California using available budget appropriations.

 

DISCUSSION:

As part of the Phase I Facility Security Assessments project authorized by the Board of Supervisors on May 10, 2016, Resource Management Agency-Public Works and Facilities (RMA-PWF) staff procured professional services (Kitchell) to assist in developing specifications for security signage at County owned and operated facilities.  Proposed security signage is intended to alert visitors and employees that they are entering County of Monterey property, provide notification of being subject to security screening, and identifies items prohibited on County property.  The attached Monterey County Public Works and Facilities-Architecture-Facility Security Signage Specification Standards provide for Exterior Aluminum Signs and Interior Aluminum signs with the option to surface mount or to mount on a free standing pedestal.  All signage complies with the California Building Code Section 11B-703 for identification signage, directional signage and accessibility signs. County RMA coordinated with the Monterey County Building Services, Monterey County Sheriff’s Office (MCSO), the Office of the County Counsel and its Risk Management Division in the development of the Security Signage Specifications.

 

Currently, the County of Monterey does not have any standard specification for implementation of security signage at County owned and operated facilities.  RMA-PWF staff recommends the adoption of the security signage specification for use at County owned and operated facilities.

 

Upon support from the Capital Improvement Committee (CIC), signage recommendations will be implemented in phases based on individual project and department funding availability. The attached plans identify proposed locations for security signage at County owned facilities on the Monterey County Government Center campus. The proposed signage will be implemented in phases based on available project budget appropriations.  The Board of Supervisors authorized $75,670 budget for the Phase 1 Facility Security Assessment project of which $25,777 is available for implementation of signage recommendations.  The current construction cost for each sign is estimated at about $5,000.00 per sign.  Prices may vary based on individual facility and site conditions.  Staff recommends implementing exterior signage first which provides notification and deterrent prior to entrance into the facility. Proposed signage located adjacent to the East-West Building will be implemented through the East-West Building construction project that is slated to begin in the Spring of 2017.  RMA-Public Works and Facilities staff will request additional budget appropriations to implement additional signage as part of annual Five Year Capital Improvement Project process.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed this report and the attached documents as to form and legality.  RMA has coordinated with the Monterey County Building Official, Monterey County Sheriff’s Office (MCSO), the Office of the County Counsel and its Risk Management Division in the development of the Security Signage Specifications.

 

FINANCING:

To implement the current proposed security signage for the Monterey County Administration Building campus, the current construction cost for each sign is estimated at about $5,000.00 per sign.  Prices may vary based on individual facility and site conditions.  RMA-Public Works and Facilities currently has sufficient remaining budget appropriations from the Facility Security Assessment Phase 1 Project to begin implementing signage totaling $25,000.  The BOS authorized $75, 670 for the Facility Security Assessment Phase 1 Project, of which 25,000 remains for implementing signage recommendations.

 

RMA-Public Works is currently requesting funding through the Five Year Capital Improvement Program to implement the Security Signage over successive years as part of a Security Initiative. Facilities receiving signage through the CIP will be prioritized following the recommendations established through the County-wide Security Assessment Study currently underway.  Costs associated with signage implementation at new County facilities would be funded through individual Department’s adopted budget appropriations at the time of new construction. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Facility Security Assessment Project addresses the Board of Supervisor’s Infrastructure Strategic Initiative and Public Safety Initiative.  The Project facilitates the provision of adequate and safe County facilities and infrastructure that improves the quality of life for County residents and supports economic development results.
