RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health and the Sheriff to execute Amendment No. 1 to the Monterey County Behavioral Health Crisis Negotiation Team Inter-Agency Agreement with the California State University Monterey Bay, Cities of Carmel, Gonzales, Greenfield, King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside, and Soledad, adding the Mobile Crisis Team program and the City of Gonzales to the Inter-Agency Agreement for the provision of mental health supportive services to Peace Officers when intervening with individuals during a crisis situation.

 

SUMMARY/DISCUSSION:

On May 14, 2013, the Monterey County Board of Supervisors approved the Monterey County Behavioral Health Crisis Negotiation Team (BHCNT) Inter-Agency Agreement between the Monterey County Health Department, Sheriff’s Office and the following cities: Carmel, Greenfield, King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside, Soledad and the California State University Monterey Bay (CSUMB).  The Inter-Agency Agreement’s

primary target population for Monterey County are the individuals who are experiencing crisis situations and other related mental disorders; or the individuals who come to the attention of the Peace Officers due to a crisis situation or who are unwilling to accept the Peace Officer’s basic intervention, which may lead to a crisis negotiation team intervention.

 

This Amendment No. 1 to the BHCNT Inter-Agency Agreement establishes the Mobile Crisis Team (MCT) program, defines the roles and responsibilities that govern the MCT program between BHCNT and Peace Officers, incorporates the City of Gonzales Police Department as part of the Inter-Agency Agreement, and adds a confidentiality provision which applies to the provision of mental health services by the BHCNT and MCT programs. 

 

In 2015, the BHCNT began the planning and implementation of the MCT program in partnership with Monterey County Peace Officers.  The MCT program, as part of the BHCNT program, partners with Peace Officers to provide services in response to 911 requests involving an individual experiencing a psychiatric or emotional crisis.  The expansion of the MCT program reduces the amount of law enforcement and hospital response system resources required to effectively respond to mental health crisis situations in the field.  Additionally, the MCT will operate with the goal of treating patients in the field by providing alternative treatment resources. Ultimately, the MCT program will reduce the volume of misclassified 5150 calls, which results in a plethora of unnecessary Emergency Response Service Systems, including BHCNT.

 

The effective date of this Amendment No. 1 is retroactive to December 31, 2015, due to lengthy negotiations and processing for all twelve (12) Peace Officer jurisdictions.

 

The BHCNT Inter-Agency Agreement of May 14, 2013 contains the County’s standard thirty (30) day written notice termination provision (Section C. Term).

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 1) Empower the community to improve health through programs, policies, and activities.  It also supports two of the ten essential public health services, specifically:  3) Inform, educate, and empower people about health issues, and 4) Mobilize community partnerships and action to identify and solve health problems

 

OTHER AGENCY INVOLVEMENT:

CSUMB has reviewed this Inter-Agency Agreement and approved as signed with a letter of signature authorization.  Cities of Carmel, Gonzales, Greenfield, King City, Marina, Pacific Grove, Salinas, Sand City, Seaside, and Soledad have reviewed this Inter-Agency Agreement and approved as signed with a City Resolution signature authorization, respectively.  The City of Monterey has reviewed this Inter-Agency Agreement and approved as signed.

 

County Counsel and Auditor-Controller reviewed and concurred with the terms of Amendment No. 1.  Risk Management reviewed and approved the original Inter-Agency Agreement; Amendment No. 1 has no changes to the original Inter-Agency Agreement’s indemnification and insurance provisions.   

 

FINANCING:

These services are already being provided.  Costs and funding are included in the Health Department and Sheriff’s Office respective current approved budgets. 

 

There are no funding transfer provisions in this Inter-Agency Agreement.  The County is not providing funding to non-County agencies.

 

Behavioral Health services are funded by the 1991 Mental Health Realignment.  The funds for Fiscal Year (FY) 16-17 for this Inter-Agency Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Adopted Budget.  Behavioral Health funds for this Inter-Agency Agreement for subsequent FYs will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) respective Requested Budgets.
