RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Resource Management Agency to execute a Memorandum of Understanding with the Monterey Regional Water Pollution Control Agency for the preparation of a Focused Wastewater Service Area Study that will provide a current assessment of regional opportunities for sewer service area consolidation, including a Basis of Design for infrastructure to serve the Toro Area, in the amount of $100,425; and.

b. Approve and authorize the Director of Resource Management Agency to approve one (1) future amendment that does not exceed ten percent (10%) or $10,043 of the original Agreement amount and does not significantly alter the scope of service, for a total Not-to-Exceed amount of $110,468.

 

SUMMARY:

On December 13, 2016 the Board of Supervisors directed staff to develop a Memorandum of Understanding (MOU) between the County of Monterey and the Monterey Regional Water Pollution Control Agency (MRWPCA) for the preparation of a Focused Wastewater Service Area Study that will provide a current assessment of regional opportunities for sewer service area consolidation, including a Basis of Design for Infrastructure to serve the Toro area as well as other small sewer systems in the study area.  Funding of this study in the amount of $125,000, from the Resource Management Agency Facilities Maintenance Projects Fund was also approved.

 

DISCUSSION:

The updated Focused Wastewater Service Area Study will develop concept-level infrastructure needs for small sewer systems to join into the MRWPCA service area as well as associated capital costs.  The MRWPCA initiated a Request for Proposal and selected V.W. Housen & Associates to prepare the Focused Wastewater Service Area Study in the amount of $100,425.  The study will include, but not be limited to, technical, logistical, and potential legal and property-related components of consolidation.  Review of potential grant opportunities available to partially fund recommended improvements related to consolidation will also be provided.  A basis of design will also be developed specifically for the infrastructure necessary to connect the existing Toro Area wastewater service area to the MRWPCA Salinas Pump Station, for continued conveyance to the MRWPCA treatment plant.  This information will be critical in the strategic planning process for the Toro area as well as other systems in the County.  The full cost of the study will be funded by the County. 

 

The Board of Supervisors approved an augmentation to the FY2016-17 budget in the amount of $125,000 to fund costs associated with the possible formation of the Toro Community Services District.  The Focused Wastewater Service Area Study will provided critical information necessary to determine the feasibility of a Toro Community Services District as well as consolidation of other small sewer systems.  This augmentation will be used to fully fund the costs associated with the completion of the Focused Wastewater Service Area Study in the amount of $100,425, will allow a one-time amendment in the amount of $10,043 should additional work be required, and fund $14,532 in staff project management and associated costs for a total project cost of $125,000.

 

OTHER AGENCY INVOLVEMENT:

This matter was reviewed and accepted as consent item #6 by the Budget Committee (BC 16-073) on December 12, 2016.  A motion was made by Supervisor Parker, seconded by Supervisor Armenta to accept the recommendations listed under consent Items Nos. 2 through 13 (2-0).  On December 9, 2016 the Capital Improvement Committee received the results of the Toro Community survey and provided its support for the recommended actions as presented.

 

FINANCING:

The Board of Supervisors approved an augmentation to the FY2016-17 budget to increase appropriations and revenue by $125,000 for the Resource Management Agency Facilities Maintenance Projects (RMA004-401-3000-8184) to assist with possible formation of the Toro Community Services District.  On December 13, 2016 the Board of Supervisors approved the utilization of $125,000 toward the Focused Wastewater Service Area Study.  The initial study cost is $100,425 with a future, one time amendment of 10% or $10,043 should the study warrant additional findings or research which can enhance the viability of the conversions of certain small wastewater systems.  The remaining $14,532 shall be used to cover County staff costs associated with management of this project, for a total project cost of $125,000.

 

The Focused Wastewater Service Area Study will provide critical data to address regional wastewater needs for the Toro area as well as other areas such as Las Palmas, Spreckels, and other potential communities, including specific design for infrastructure.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The updated Focused Wastewater Service Area Study will develop concept-level infrastructure needs for small sewer systems to join into the MRWPCA service area. Having small sewer systems potentially join a well established entity (MRWPCA) would ensure that wastewater from those area is properly handled, while protecting the environment.
