a. Approve Amendment No. 2 to the Standard Agreement with JGPG Corporation dba Greenline Underground Plumbing Video to: include storm drain pumping, storm drain jetting and storm drain and septic system video inspections and continue to provide on-call grease trap and sewer lift station pumping to vacuum and dispose of wastewater sludge; water jetting to clean grease traps, sewer lines, and sewer lift stations; and video inspection of sewer lines at County facilities; update the hourly rates; and increase the not to exceed amount of $20,000 by $300,000 for a total amount not to exceed $320,000, with no extension to the Agreement’s term of February 15, 2015 to February 15, 2018; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to the Standard Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 2 to the Standard Agreement with JGPG Corporation dba Greenline Underground Plumbing Video to: include storm drain pumping, storm drain jetting and storm drain and septic system video inspections and continue to provide on-call grease trap and sewer lift station pumping to vacuum and dispose of wastewater sludge; water jetting to clean grease traps, sewer lines, and sewer lift stations; and video inspection of sewer lines at County facilities; update the hourly rates; and increase the not to exceed amount of $20,000 by $300,000 for a total amount not to exceed $320,000, with no extension to the Agreement’s term of February 15, 2015 to February 15, 2018; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to the Standard Agreement.
SUMMARY/DISCUSSION:
The Resource Management Agency (RMA) has identified a need for JGPG Corporation dba Greenline Underground Plumbing Video (JGPG) to continue to provide services associated with on-call grease trap and sewer lift station pumping to vacuum and dispose of wastewater sludge; water jetting to clean grease traps, sewer lines, and sewer lift stations; and video inspection of sewer lines at County facilities and include storm drain pumping, storm drain jetting and storm drain and septic system video inspections for various Divisions of the RMA including Public Works and Facilities, Parks, and Special Districts. Due to multiple factors including: aging County equipment, the recent reorganization of the RMA, the latest Board of Supervisors approved emergency declaration for winter storm damage, and the need for these services during the RMA’s move to Schilling Place in the spring of 2017, an increase to the not to exceed amount of the Standard Agreement (SA) between the County and JGPG was identified to allow JGPG to further continue to perform these services under one (1) existing SA for all Divisions of the RMA.
Amendment No. 2 to the SA will: 1) include storm drain pumping, storm drain jetting and storm drain and septic system video inspections; 2) update the hourly rates effective March 1, 2017; and 3) increase the not to exceed amount of $20,000 by $300,000 for a total amount not to exceed $320,000 to allow all Divisions of the RMA to utilize JGPG, with no extension to the SA’s term of February 15, 2015 to February 15, 2018. Given that the RMA has an ongoing need for these services, the increase to the existing SA will be required through the SA’s expiration date of February 15, 2018 while County staff works to procure these services under a Request for Qualifications (RFQ)/Request for Proposals (RFP).
Attachment A provides a summary of the SA to date. Attachment B provides a summary of the SA annual expenditures and balance.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller’s Office have reviewed and approved Amendment No. 2 as to form and legality, and fiscal provisions, respectively.
FINANCING:
Costs associated with Amendment No. 2 are anticipated to be incurred over the next two (2) fiscal years (FY): 2016-17 and 2017-18. Sufficient appropriations are available in the FY 2016-17 adopted RMA - Public Works Facilities (Fund 001, Department 3000, Unit 8176, Appropriations Unit RMA006), RMA - Public Works Maintenance (Fund 002, SubFund RBMT, Department 3000, Unit 8443, Appropriations Unit RMA012), RMA - County Service Areas (Under Department 3000, Unit 8198), and RMA - Parks (Fund 001, Department 3000, Appropriations Unit PAR001) budgets to fund Amendment No. 2. As services are provided by JGPG, costs will be charged to the prospective funding source.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Amendment No. 2 will allow for improvement to County infrastructure conditions and maintain Public safety on County roadways, Parks and Special Districts while efficiently and effectively managing resources during the remaining term of the SA.
