RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to extend the Proclamation of a Local Emergency dated January 12, 2017, ratified on January 19, 2017, and initially reviewed and extended on February 14, 2017, in accordance with California Government Code section 8630 for a succession of significant winter storm events which occurred between January 4, and 12, 2017 that resulted in significant damage to public infrastructure and private property within Monterey County.

 

SUMMARY:

The extension of the ratified emergency proclamation will allow for continual vital repairs to damages to infrastructure which has occurred from localized flooding, roadway slope erosion and embankment slip-outs, debris flows, landslides, and culvert failure affecting the safety of said roadways; obstruction of public roadways from storm water, storm debris and roadway failure; damage to storm drain infrastructure; and damage to public and private utilities and damage to public facilities and parks.  Safety concerns will result in road closures, areas of isolation, loss of power and other critical infrastructure that will continue to impact public safety and repose.

 

DISCUSSION:

The conditions warranting and necessitating a proclamation of the existence of a local emergency have not been resolved and immediate action continues to be necessary to mitigate the effects of the local emergency. Specific areas of concern from the storms are the Pajaro River Levee monitoring and repairs, the Nacimiento Reservoir Debris removal, and the Espinosa Pump Station generator installation; and repairs to the Palo Colorado, North Monterey County, Tassajara, and Carmel Valley areas.  Emergency repair work will be performed in a manner to maximize the County’s eligibility for state and federal funds to the extent possible.  Staff considers the repairs necessary to prevent or mitigate an emergency; therefore, the work is statutorily exempt under CEQA Guidelines Section 15269(c).

 

The strategic initiatives that this board action includes infrastructure, public safety, health, economic development and administration.

 

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The mitigation efforts of the foregoing conditions affecting public infrastructure in Monterey County include Monterey County Resource Management Agency, Water Resources Agency and Public Works and Facilities. 

 

FINANCING:

This proclamation of local emergency will impact the Road Fund and may impact the General Fund in emergency contracts, engineering services, and overtime costs incurred by RMA-Public Works, which may be requested for reimbursement from the General Fund at the end of the fiscal year.
