a) the First Amended Professional Services Agreement (FAPSA) with EPC Consultants, Inc. for the continuation of Program Management Services; and,
b) authorize the General Manager to execute the FAPSA.

RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

Approve and recommend that the Monterey County Water Resources Agency Board of Supervisors approve:
a) the First Amended Professional Services Agreement (FAPSA) with EPC Consultants, Inc. for the continuation of Program Management; and
b) authorize the General Manager to execute the FAPSA.

SUMMARY/DISCUSSION:

At the December 9, 2015, Special Joint Meeting, the Monterey County Board of Supervisors, Board of Supervisors of the Water Resources Agency and the Water Resources Agency Board of Directors authorized the Monterey County Water Resources Agency to proceed with the Interlake Tunnel Project. The direction included work on the Spillway Modification at San Antonio as a key component of the Interlake Tunnel Project (Project). EPC Consultants, Inc. is the Program Manager for the Project.

The original Professional Services Agreement, executed July 11, 2014, envisioned a negative declaration for environmental clearance and a Proposition 218 initiative in July 2015, based upon drought emergency measures then contemplated at the state level. This FAPSA includes program management of a complete EIR process with a Proposition 218 initiative in December 2018. While the schedule extension of approximately 3-1/2 years is largely due to the more extensive environmental effort, work on resolution of the white bass issue and project funding limitations have also contributed.
