Consider recommending that the Monterey County Water Resources Agency Board of Supervisors:
a) Approve Amendment No. 1 to the Professional Services Agreement with Horizon Water and Environment, LLC to extend the Agreement, modify the scope of work, and increase the budget relating to CEQA and permitting services for the Interlake Tunnel and Spillway Modification Project; and,
b) Authorize the General Manager to execute Amendment No. 1 to the Agreement.

RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors recommend that the Monterey County Water Resources Agency Board of Supervisors:
a) Approve Amendment No. 1 to the Professional Services Agreement with Horizon Water and Environment, LLC to extend the Agreement, modify the scope of work, and increase the budget relating to CEQA and permitting services for the Interlake Tunnel and Spillway Modification Project; and,
b) Authorize the General Manager to execute Amendment No. 1 to the Agreement.
SUMMARY/DISCUSSION:
At the December 9, 2015, Special Joint Meeting, the Monterey County Board of Supervisors, Board of Supervisors of the Water Resources Agency and the Water Resources Agency Board of Directors authorized the Monterey County Water Resources Agency to proceed with the Interlake Tunnel Project. The direction included work on the Spillway Modification at San Antonio as a key component of the Interlake Tunnel Project (Project).
On January 19, 2016 the General Manager executed a Professional Services Agreement with Horizon Water and Environmental, LLC for CEQA and permitting services for the Interlake Tunnel and Spillway Modification Project. This agreement needs to be amended to better align the contract with the project needs, remove/reduce sub-consultant work that will no longer be necessary under this contract, add new sub-consultant for new tasks previously unidentified, add additional tasks due to requirements from recent legislation, and adjust the maximum amount payable under the Professional Services Agreement.
The professional services agreement with Horizon Water and Environment, LLC needs to be amended to allow: 1) the continuation of CEQA and permitting for the Interlake Tunnel and Spillway Modification Project with updated tasks, 2) extension of the term of the Agreement to January 31, 2019, and 3) increase the maximum amount payable by $115,016 for a total maximum amount payable under the Contract of $1,834,598.

The financing for this project will be coming from the $10M grant from the California Department of Water Resources.
