RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Social Services to sign a no cost agreement with California Department of Social Services (CDSS), effective upon execution through October 1, 2019, to ensure the privacy and security of the Department’s customer’s Personally Identifiable Information (PII).
SUMMARY/DISCUSSION:
To ensure the security and privacy of customer Personally Identifiable Information (PII), the California Department of Social Services (CDSS) requires a Privacy and Security Agreement (PSA) between CDSS and each California county department accessing the Medi-Cal Eligibility Data System (MEDS), the Applicant Income and Eligibility Verification System (IEVS), data from the Social Security Administration (SSA) and any other sources which contain PII. The SSA requires that CDSS enter into these individual agreements with counties to safeguard this PII information.
This is a no cost agreement which is valid from execution through October 1, 2019.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this agreement as to form.
FINANCING:
Approval of this action has no impact on the County General Fund.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment correlates to the Administration Strategic Initiative adopted by the Board of Supervisors by allowing the Department to collaborate with the State to protect customer privacy and maintain accountability for the protection of customer PII.
