Adopt a resolution supporting the future placement of a Vietnam era combat helicopter at the Monterey County Vietnam Veterans Memorial.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt a resolution supporting the future placement of a Vietnam era combat helicopter at the Monterey County Vietnam Veterans Memorial

 

SUMMARY/DISCUSSION:

The 1st Calvary Division Association contacted Monterey County requesting support for placement of a Vietnam era combat helicopter at the Vietnam Veterans Memorial.  The 1st Calvary Division Association has identified a surplus helicopter from a military museum for this purpose.  The proposed installation would be for the helicopter to be placed on a pylon off the ground and out of reach.  This installation would be funded by donations and grants from service and other philanthropic organizations. 

 

In addition to placement of the helicopter at the Vietnam Veterans Memorial, the Association hopes to use the helicopter to help educate the public on the history of the Vietnam War and to raise funds for the Central Coast Veterans Cemetery Foundation. While funding for the installation at the Vietnam Veterans Memorial is raised, the Association would keep the helicopter in a local storage facility and would bring it to local events to be used to meet these additional goals. 

 

In 1994, the County of Monterey entered into a lease with the City of Salinas and the Monterey County Vietnam Veterans Memorial Committee for approximately thirty-four acres at the intersection of Constitution and Laurel Avenues in Salinas, California that would include a Vietnam Veterans Memorial.  The cost of development and maintenance of the Vietnam Veterans Memorial is borne by the City of Salinas. 

 

The recommended resolution declares and affirms that Monterey County supports and encourages the proposal for placement of the helicopter at the memorial site; requests that County and City staff, and Memorial Committee proceed to review the proposal set forth by the 1st Calvary Association; and requests County staff report to the Board of Supervisors with material updates about the progress of this proposal.

 

OTHER AGENCY INVOLVEMENT:

The proposed resolution has been reviewed by the Resource Management Agency and County Counsel.

 

FINANCING:

There are no additional costs to the County that would result from support of the recommended resolution.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This resolution correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by supporting improvement at a local park in memorial to Vietnam Veterans.
