RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 2 to Alcohol and/or Drug Service Agreement A-12777 with
Community Human Services for the provision of alcohol and drug recovery services in the increased amount of $112,791 for Fiscal Year (FY) 2016-17, and $112,791 for FY 2017-18, for a revised total Agreement amount not to exceed $7,351,464 for the term July 1, 2015 - June 30, 2018.

SUMMARY/DISCUSSION:
Community Human Services (CHS) provides residential and non-residential alcohol and drug recovery services for Medi-Cal, Non-Medi-Cal, Drug Treatment Court and CalWORKS eligible Monterey County residents. CHS continues to provide services to Monterey County men and women age 18 or older with primary addiction to drug(s). Intravenous drug users and HIV+ clients will receive priority admission.

This Amendment No. 2 revises the FY 2016-18 drug treatment rates to reflect FY 2016-17 Drug Medi-Cal rates published by the Department of Health Care Services (DHCS), adds AB109 funding to Program 6: Outpatient Drug Free for FY 2015-16 through FY 2017-18 to serve the AB 109 population; and increases Drug Medi-Cal funding in Program 3: Outpatient Narcotic Treatment Program for FY 2015-16 through FY 2017-18 for additional drug treatment services.
