RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of the Department of Social Services to sign Amendment #5 to Agreement #A-12810 with Housing Resource Center of Monterey County, retroactively applying $10,742 of the $250,000 added in Amendment #4 for services provided prior to January 1, 2017 to ensure no interruption in CalWORKs Family Stabilization Program and CalWORKs Housing Support Program services to CalWORKs customers. This Amendment does not change the term or total amount of the Agreement.

 

SUMMARY/DISCUSSION:

The purpose of this amendment is to modify the effective date of Amendment #4 to retroactively allow $10,742 of the $250,000 to be reimbursed for services provided prior to the January 1, 2017 effective date to ensure no interruption to CalWORKs Family Stabilization Program(FSP) and CalWORKs Housing Support Program(HSP) services to CalWORKs customers.

 

Amendment #4 extended the term end date from December 31, 2016 to March 31, 2017 and added $250,000 in funding but did not fund additional services performed prior to January 1, 2017.  This amendment will provide the Housing Resource Center of Monterey County(HRC) with funding for expenses incurred in December 2016 prior to the January 1, 2017 effective date. This Amendment does not change the term or total amount of the Agreement.

 

The Department of Social Services (DSS) contracts with HRC to administer the CalWORKs Housing Support Program (HSP) to provide rapid re-housing services to CalWORKs participants, as well as case management to assist families moving towards financial independence.  In addition, the CalWORKs program provides a housing component through the CalWORKs Family Stabilization Program (FSP) that serves CalWORKs Welfare-to-Work recipients with comprehensive case management services including housing support, behavioral health services, domestic violence intervention support, legal services child welfare support and employment resources.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved the amendment as to form.

 

FINANCING:

This agreement is funded by the CalWORKs Single Allocation and Housing Support Program funds.  Sufficient estimated revenue and appropriations in 5010-8262-SOC005 are included in the FY 2016-17 Adopted Budget.  Approval of this action has no impact on the County General Fund.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by providing services promoting healthy and stable living environments to CalWORKs customers through the Family Stabilization and Housing Support Programs.
