RECOMMENDATION:
It is recommended that the Capital Improvement Committee:
a. Support the County of Monterey Capital Improvement Program Five-Year Plan FY 2017-18 through 2021-22 unfunded project needs; and
b. Provide direction regarding recommended project priorities.

SUMMARY:
Resource Management Agency (RMA) is seeking Capital Improvement Committee support and recommendations for County of Monterey Capital Improvement Program Five-Year Plan 2017/18 through 2021/22 (Attachment B). Projects listed include what RMA is planning as part of the capital budgets (including 401, 402, 404) that RMA manages, as well as projects identified by other County departments funding through their budgets. Projects that do not seek funds until FY 18/19 are identified as future needs and will not be included in this report The CIP includes summary lists followed by detailed descriptions of each project. The purpose of this document is to provide the CIC with a summary of funded and unfunded County department capital projects for FY 17/18, and provide an objective ranking of unfunded projects to prioritize needs. Direction provided by the CIC on recommended project priorities will be used to develop the FY 17/18 budget.

The primary focus of this report is the list of unfunded projects. RMA-Facilities staff ranked unfunded projects based on specific criteria, which was presented to the CIC at a special meeting in March. If additional capital funds become available during the budget process, projects that do not identify funding for FY 2017-18 will compete for these capital funds. RMA requests that the Capital Improvement Committee provide recommendations on prioritizing projects to be considered for funding.
