RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

a. Approve Agreement for Grant and Purchase of Easement and Escrow Instructions;
b. Approve the permanent Easement and Temporary Construction Easement for the construction of the Pure Water Monterey Project Blanco Drain Diversion Pump Station; and
c. Authorize the General Manager to execute the agreement and the easements.

SUMMARY/DISCUSSION:
The Monterey Regional Water Pollution Control Agency (MRWPCA) is constructing the Pure Water Monterey Project. The Blanco Drain Diversion Pump Station and the Reclamation Ditch Diversion Pump Station, components of the Project, will be constructed upon and/or adjacent to land owned by the Monterey County Water Resources Agency. The construction contracts have been awarded to Anderson Pacific. Notice to Proceed is anticipated in early May 2017. MRWPCA must have approved Temporary Construction and Permanent Easements in order for construction to commence. The action requested in this report relates only to the Blanco Drain site.

Water from the Blanco Drain and the Reclamation Ditch will be diverted to the Pure Monterey Water Project for processing. The treated water will be used for injection into the Seaside Aquifer and used for augmenting the Monterey County Water Recycling Projects water supply.
