Title: a. Adopt a resolution requesting the Monterey County Board of Supervisors to direct the Registrar of Voters to conduct a general election on August 29, 2017, wholly by mailed ballot on the questions of: 1) Shall the East Garrison Community Services District have a directly elected Board of Directors; 2) If the East Garrison Community Services District shall have a directly elected Board of Directors, which five (5) candidates shall be elected to serve; and 3) Shall the mailed ballot be used to conduct all future general district elections; and b. Order the District to reimburse the County for the cost of the election.

RECOMMENDATION:
It is recommended that the Board of Supervisors acting as the Board of Directors of the East Garrison Community Services District:
a) Adopt a resolution requesting the Monterey County Board of Supervisors to direct the Registrar of Voters to conduct a general election on August 29, 2017, wholly by mailed ballot on the questions of: 1) Shall the East Garrison Community Services District have a directly elected Board of Directors; 2) If the East Garrison Community Services District shall have a directly elected Board of Directors, which five (5) candidates shall be elected to serve; and 3) Shall the mailed ballot be used to conduct all future general district elections; and
b) Order the District to reimburse the Registrar of Voters for the cost of the election.

SUMMARY:
The State Legislature approved the creation of the East Garrison Community Services District (EGCSD) and named the Monterey County Board of Supervisors as the initial EGCSD Board of Directors. The State Legislature required that the Board of Supervisors call for an election to determine if the voters within the EGCSD wished to establish an independent board 10 years after formation or, earlier, if the Election Department certified the existence of 500 registered voters within the EGCSD.
