RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Social Services to sign a no cost agreement with the California Department of Social Services and the California Department of Health Care Services for access to psychotropic medication data, effective upon execution until terminated.

SUMMARY/DISCUSSION:
This no cost agreement allows the Monterey County Department of Social Services (MCDSS) to have access to psychotropic medication data for youth in foster care under Public Law 112-34.

Under this agreement, MCDSS is electing to enter into an agreement to receive only psychotropic medication data derived from a match between the statewide Child Welfare System/ Case Management System (CWS/CMS) and Medi-Cal paid claims.

Access to this data will allow for enhanced monitoring and quality assurance measures that protect the health of youth in foster care. This health oversight can assist with the provision of appropriate services and supports for our most vulnerable youth.

OTHER AGENCY INVOLVEMENT:
The Auditor-Controller has reviewed and approved this agreement. County Counsel has approved the agreement as to form.

FINANCING:
Approval of this action has no impact on the County General Fund.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to collaborate with the State to receive data relating to its customers. This data will allow for the provision of appropriate services for the County's most vulnerable youth.
