RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Emergency Medical Services Director, the Director of Health, or the Assistant Director or Health, to execute Emergency Medical Services and Air Ambulance Service Provider Agreement between the County of Monterey and Mercy Air Service, Inc. for the provision of emergency medical air ambulance services for the County of Monterey from May 16, 2017 through February 1, 2020; and

b.                     Authorize the Emergency Medical Services Director, the Director of Health, or the Assistant Director or Health, to sign up to three (3) amendments to this Agreement where the amendments do not significantly change the scope of work.

 

SUMMARY:

The Health Department seeks authorization to execute Emergency Medical Services and Air Ambulance Service Provider Agreement between the County of Monterey and Mercy Air Service, Inc. for the provision of emergency medical air ambulance services.     

 

DISCUSSION:

Pursuant to the California Health and Safety Code, Section 1797 et seq., the County of Monterey EMS Agency (County) is responsible for emergency medical services (EMS) system coordination, medical oversight, and coordination of the delivery of EMS by provider organizations in Monterey County.  Furthermore, the EMS Agency is responsible for regulating Advanced Life Support (ALS), Critical Care Transport (CCT), and Basic Life Support (BLS) air ambulance services and EMS service providers within Monterey County, and for authorizing ALS, CCT, and BLS air ambulance response and transport within the county.

 

The EMS Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for regulating the Monterey County EMS system. Pursuant to California Health and Safety Code, Section 1797.178, no person or organization may provide Advanced Life Support (ALS) unless that person or organization is an authorized part of the emergency medical services system.  Further, California Code of Regulations, Title 22, Section 100168 (b)(4), a paramedic service provider, including EMS aircraft services, must have a written agreement with the local EMS Agency to participate in the EMS system and to comply with all applicable State regulations and local policies and procedures, including participation in the local EMS Agency’s continuous quality improvement (QI) program.

This work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed proposed Emergency Medical Services and Air Ambulance Service Provider Agreement as to form and legality.

 

FINANCING:

There is no General Fund Contribution resulting from this Board action.  Monterey County does not incur any cost for services provided by Mercy Air Service, Inc.  Mercy Air Service, Inc. bills patients directly for any services provided.
