Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign a three-year Agreement for health service assistance for uninsured clients residing in King City and the surrounding area of South Monterey County, with Southern Monterey County Memorial Hospital dba George L Mee Memorial Hospital (Mee Memorial), in the amount of $150,000 retroactive to July 1, 2016, and extending the Agreement through June 30, 2019.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign a three-year Agreement for health service assistance for uninsured clients residing in King City and the surrounding area of South Monterey County, with Southern Monterey County Memorial Hospital dba George L Mee Memorial Hospital (Mee Memorial), in the amount of $150,000 retroactive to July 1, 2016, and extending the Agreement through June 30, 2019.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department (MCHD) and Mee Memorial have completed an annual Agreement for health services, case management, clinic services and counseling for the uninsured residents in South Monterey County for many years.  These services are conducted in the clinics that Mee Memorial operates throughout the South County area.

 

MCHD has provided $50,000 per fiscal year in compensation for these services.  During the contract renewal period for fiscal year (FY) 2017, Mee Memorial was in the process of management and other staff changes and the agreement stalled during the changes.

 

The relationship between MCHD and Mee Memorial to serve low-income patients with community health related services also assists with the requirements for Mee Memorial to show that they have contracts with public agencies to provide a variety of health services.

The request to complete a three (3) year agreement will provide consistent and continual services and funding.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities; and 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements. Respectively.

 

FINANCING:

There are sufficient appropriations in the Health Department FY 2016-17 Adopted Budget for Administration (001-HEA014-8438) to cover services.  The Health Department included this Agreement into its FY 2017-18 Requested Budget.
