RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign Amendment No. 2 to Agreement with Raimi + Associates, adding services assisting the Health Department in the development of its 2017-2021 Strategic Action Plan, adding $41,984 for a total contract amount of $107,899, and adding four months for a revised full term of January 11, 2016 through October 31, 2017.

 

SUMMARY/DISCUSSION:

Monterey County Health Department (MCHD) has recently analyzed data from community and staff surveys and assessments as part of updating its first strategic plan and to produce the 2017-2021 Strategic Action Plan. This work has identified four draft four priority areas:

 

                     Priority 1:  Empower the community to improve health through programs, policies, and activities.

                     Priority 2:  Enhance community health and safety through prevention

                     Priority 3:  Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services

                     Priority 4:  Align and improve operational functions to meet current and developing population health needs

 

To ensure that this Strategic Action Plan is carried out in a systematic way, MCHD is seeking a consultant to support the development of an Action Plan to go with the priorities.  The Action Plan will include strategies and activities that align with the four priority areas and corresponding objectives, and will be developed using a governing for racial equity lens.  The final MCHD Strategic Action Plan for 2017-2021 will provide inspiration and clarity for MCHD and its county-wide collaborative partners about how to provide high-quality health services and programs over the next five years.  Raimi + Associates has extensive experience assisting health departments in conducting planning processes that are evidence-based and informed by relevant organizational, political, economic, and cultural contexts and will provide critical guidance to MCHD staff to ensure the final Strategic Action Plan incorporates a focus on equity, data-driven decision making, and is inclusive of multiple perspectives.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities. 2) Enhance community health and safety through prevention, and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality services. It also supports all ten of the essential public health services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded 100% by Health realignment funds. This agreement is included in the Health Department’s (4000-HEA014-8438) FY 2016-17 Adopted Budget and the Health Department included this in its FY 2017-18 Requested Budget. There is no impact to the County General Fund.
