RECOMMENDATION:
Receive a verbal update on Homeless Warming Shelter and provide direction to the Administrative Office moving forward with any potential options. We will provide the latest information at the Board meeting due to constrained timeframe.
SUMMARY/DISCUSSION:

The Department of Social Services (DSS) and the City of Salinas have been working together for the last four years to provide an emergency shelter in downtown Salinas for homeless individuals and families during the inclement weather months. In preparation for the 2016-2017 inclement weather period, the County agreed with the City of Salinas' request to administer the contract and the lease for center operations. On October 4, 2016, your Board authorized the Department of Social Services to:

? Execute a funding agreement with the City of Salinas to partner in the cost of the Salinas Winter Warming Shelter;
? Enter into a lease through April 30, 2017 with the Transportation Agency of Monterey County for 4,932 square feet of space located at 20 West Market Street to serve as the Salinas Winter Warming Shelter;
? Enter into a standard agreement with Community Homeless Solutions for $216,000 to operate the Salinas Winter Warming Shelter for the period of November 1, 2016 through April 30,2017;
? Sign up to three (3) amendments to the agreements with Community Homeless Solutions and the City of Salinas where total contract amounts do not exceed ten percent (10%) of the original contract amounts and do not significantly change the scope of services.
