RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

a. Set a Public Hearing on June 6, 2017 at 1:30 PM to consider adopting FY 2017-2018 benefit assessment charges for Zones 1, 1A, 8, 9, 12 and 17; and,
b. Direct the Clerk of the Board to publish hearing notices in the SALINAS CALIFORNIAN or MONTEREY COUNTY WEEKLY, at least ten (10) days prior to the date set for the hearing.

SUMMARY/DISCUSSION:

On April 17, 2017 the Monterey County Water Resources Agency Board of Directors approved the Agency's FY 2017-18 Recommended Budget directing staff to apply the annual COLA/CPI index increase to Agency Flood Zones 1, 1A, 8, 9 12, and 17. This report reflects the recently published 2016 CPI of 3.5% for the following Flood zones and associated Funds: Zone 1 & 1A - Pajaro River, Zone 8 - Soledad Storm Drain Fund 121, Zone 9 - Reclamation Ditch Fund 122, Zone 12 - San Lorenzo Creek Fund 124, and Zone 17- Moro Cojo Slough as shown in Attachment 2. The Ordinances governing these Agency flood zones are as follows: 2626, 2974, 3878, and 3881; and were created for the main purposes of protecting life and property, and reducing the suffering that could be caused by flooding.

The assessment will be used to fund operations and maintenance work in Zones 1, 1A, 8, 9, 12, and 17. Copies of Public Hearing notices are attached.

OTHER AGENCY INVOLVEMENT:

There was no other Agency involvement in preparing this report.

FINANCING:

Total revenues for these Zones are estimated to be $1,697,828. The 3.5% COLA increases revenue by $49,423 compared to FY 2015-16 budgeted revenue of $1,648,405.
