RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Chair of the Board of Supervisors to sign Amendment #3 with the Central California Alliance for Health by adding $145,835 for FY 2016/17 effective June 1, 2017, and adding $2,328,016 for the period July 1, 2017 - June 30, 2018, increasing the total contract amount to $6,404,518, and extending the term of the agreement through June 30, 2018.  

 

 

SUMMARY/DISCUSSION:

The Central California Alliance for Health (CCAH) has offered the Alliance Care In-Home Supportive Services (IHSS) health plan since July 1, 2005. On July 7, 2015, the Board of Supervisors approved the execution of an agreement dated July 1, 2015 to provide comprehensive and high-quality coverage including hospital, outpatient, primary and specialized care, prescription drugs, and mental health services for approximately 550 IHSS providers who meet eligibility criteria.  The Alliance Care IHSS health plan provides culturally and linguistically sensitive access to health care throughout the County.  On October 13, 2015, Amendment #1 was approved by your Board revising the Terms & Conditions in order to meet California Department of Health Care Services (DHCS) requirements and Amendment #2 was approved by your Board on June 28, 2016, increasing the contract amount by $2,190,498 to $3,985,038, and extending the term and funding through June 30, 2017.

 

Pursuant to the Memorandum of Understanding (MOU) approved by your Board on June 23, 2015 between the Monterey County Public Authority for In-Home Supportive Services (IHSS) and SEIU Local 2015, IHSS providers must work at least 80 hours per month for the last four (4) consecutive months to become eligible and, once enrolled in the health plan, must work at least 80 hours a month for two of three contiguous months to maintain eligibility.

 

The Department is recommending approval of Amendment #3 to continue the provision of health insurance to IHSS care providers by extending the term of this agreement to June 30, 2018, adding funding for FY 2016-17 in the amount of $145,835 to cover the July health insurance premiums that are due June 30, 2017 and adding $2,328,016 for FY 2017-18.  The 7% restoration of client hours by State Legislation is the cost driver for the requested increase in FY 2016-17. 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Contracts/Purchasing have reviewed and approved the agreement.  County Counsel has approved the agreement as to form.

 

 

 

FINANCING:

Beginning July 1, 2017, the monthly premium will be $353.00 with the enrolled IHSS Provider paying $15.00 and the County paying $338.00. The County share is funded by Federal/State/County revenues.  The maximum number of individuals that can be enrolled is determined by the state funding formula that provides $0.44 of financial participation for each hour of paid services each month. Sufficient appropriations and estimated revenues in SOC001 are included in the FY 16-17 Adopted Budget and the FY 17-18 Recommended Budget.   Approval of this action has no impact on the County General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for IHSS Providers by offering health insurance when requirements are met.
