RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept a $92,500 Provider Recruitment Grant Award from Central California Alliance for Health (CCAH) in support of hiring a full time Public Health Nurse that will provide Nurse Family Partnership Program services to Medi-Cal members in the County of Monterey (County); and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Medi-Cal Capacity Grant Agreement (“Agreement”), Grant number 1116-MCHD-PH-PR1, between (CCAH), in the amount of $92,500, for the hiring of a full time Public Health Nurse that will provide Nurse Family Partnership services to Medi-Cal members, effective on the date of execution by County and terminating no earlier than one year after the date of the last payment made to County.

 

SUMMARY/DISCUSSION:

Central California Alliance for Health (CCAH) established the Medi-Cal Capacity Grant Program to support health care providers and community organizations whose efforts help to advance the mission of CCAH, which is to provide timely access to quality health care services and to increase Medi-Cal capacity in their service area. In February of 2017, the Director of Health notified the Board of Supervisors and the County Administrative Officer of the intent to apply for grants for the Nurse Family Partnership. In March of 2017, Monterey County Health Department was notified by CCAH that their grant program award had been approved in the amount of $92,500.

 

Approval of the recommended action will allow the Monterey County Health Department’s Public Health Bureau to receive the benefit of the CCAH Grant Award and continue to support efforts to provide higher quality care and to reduce health care costs.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities; and 2) Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Agreement.

 

FINANCING:

The grant amount of $92,500 will be used to support the hiring of a Public Health Nurse (PHN) in the Nurse Family Partnership Program.  Total annual salaries and benefits costs for a PHN are $150,366.  Future year personnel costs will be funded by 43% Medi-Cal and 57% 1991 Health Realignment.  There are sufficient appropriations included in the Health Department’s (HEA003-8124) Requested Budget for FY 2017-18.
