Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to execute a Participation Agreement between County of Monterey Human Resources Department and TALX Corporation, retroactive to July 1, 2016 through June 30, 2019, for the provision of unemployment compensation services; and
b. Authorize the Contracts/Purchasing Officer to execute one automatic renewal for a one-year period July 1, 2019 to June 30, 2020.

SUMMARY/DISCUSSION:
The County of Monterey is a member of the California Personnel Administrators Association of California (CPAAC). In an effort to assist its member counties in maintaining unemployment coverage at a reduced cost, CPAAC conducted a Request for Proposals #CPAAC 04-15 for group unemployment compensation administration services for those of its members who wish to participate. As part of that process, TALX Corporation (Contractor), a leading unemployment compensation firm, was selected by CPAAC to provide training, claims administration, management information and related services to participating counties on a group bases. Member counties can access services from the Contractor via a Participation Agreement once an Unemployment Compensation Services Model Agreement, between CPAAC and the Contractor, has been executed.
