RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Authorize the Director of the Information Technology Department to execute a non-standard agreement with Forrest Telecom Engineering Inc. for radio communications frequency consulting services for the term of July 1, 2017 through June 30, 2020 in the amount of $70,200; and

b. Accept non-standard contract provisions as recommended by the Director of Information Technology.

SUMMARY/DISCUSSION:
Monterey County Information Technology Department's Radio Shop and Infrastructure Division is requesting a services contract with Forrest Telecom for a broad range of radio frequency coordination, consultation and analytical support. The services provided through this contract will enhance public safety and non-public safety radio communications at locations throughout Monterey County. Services shall include, but are not limited to, coverage analysis, intermodulation analysis, recommendations regarding the Federal Communications Commission's filing procedures and processes, radio site channel combining/distribution analysis, and multi-user co-location recommendations and analysis. Monterey County has contracted with Forrest Telecom Engineering Inc. previously for similar services and wishes to enter into a new contract with this vendor for continued radio frequency support, including support of the NGEN project.
