RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute an Agreement with Atlas Database Software Corporation (ATLAS) in the amount of $78,000 for the provision of technical support and consulting services to migrate data from a legacy database that will enable County of Monterey to retain essential protected health information; and

b.                     Accept the non-standard Contract Provisions and Indemnification Language as recommended by the Director of Health.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department Communicable Disease unit currently has a version of a legacy database that is no longer supported.  Atlas Database Software Corporation (ATLAS) was the original developer of the legacy application and database and as such will provide the technical support and consulting services with the objective of extracting the data from the legacy database and migrate to a new server in a machine-readable format.  The approval of this recommended action will enable the Health Department to retain the historical data that will provide a longitudinal view over time of communicable disease case management, mitigation activities, and properly monitor outcomes. 

 

The proposed Agreement is “non-standard” for the County due to the proposed changes to the language pertaining to county notification timeline for insurance changes.  It is the recommendation of the Director of Health to approve this non-standard County Agreement to reduce the risk of losing the data that currently resides on a server with an operating system and application all of which is not supported or under warranty. 

 

This action will support the Monterey County Health Department’s 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively. 

 

FINANCING:

There are sufficient appropriations in Health Department’s Public Health (HEA003) Adopted Budget for FY 2016-17.  This request is funded 100% with 1991 Health Realignment.
