Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a one (1) year Memorandum of Understanding (MOU) (July 1, 2017 to June 30, 2018) between the Monterey County Health Department, Behavioral Health Bureau (MCBHB) and the City of Seaside for the provision of counseling services provided by MCBHB to at-risk youth for the prevention and intervention of their involvement in gangs where the City of Seaside’s level of financial support is $61,348 and MCBHB’s level of financial support is $149,498 for a total Agreement amount not to exceed $210,846; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one-year amendments that do not exceed ten percent (10%) ($21,085) of the original MOU amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Seaside California Gang Reduction, Intervention and Prevention Program (CalGRIP) and the Youth Diversion Program (YDP) are a partnership between the City of Seaside and the Monterey County Health Department, Behavioral Health Bureau (MCBHB) to provide youth in the City of Seaside with prevention and intervention services and strategies to prevent and decrease youth involvement in gangs.  The CalGRIP program was established on July 1, 2015 and the YDP program began originally on July 1, 2009 in partnership with the Seaside Police Department.  The goal is to serve at least twenty-five (25) youth each fiscal year for CalGRIP and twenty-five (25) youth for the YDP.

 

MCBHB provides a full-time (1.0 FTE) Psychiatric Social Worker (PSW) where .50 FTE is dedicated to CalGRIP and .50 FTE is dedicated to YDP for the provision of outreach and counseling services to youth and their families participating in the both programs located at the Seaside Youth Resource Center.  In addition, MCBHB will provide a part-time (.20 FTE) Behavioral Health Services Manager and a part-time (.20 FTE) Behavioral Health Unit Supervisor for management, supervision and oversight of both programs and the PSW.

 

The positions are partially funded by CalGRIP grant funds awarded to the City of Seaside in 2015, the Mental Health Services Act (MHSA) Prevention and Early Intervention funding and Medi-Cal revenues.  Grant funds for the CalGRIP program are secure through December 31, 2017.  The City of Seaside has submitted an application to the State for continued funding for the program, and an award announcement is anticipated subsequent to the Governor’s May revise.  If funding changes, the MCBHB will work with the City of Seaside to adjust program activities accordingly.

 

This MOU contains a 30-day “without cause” provision (Section 10), which provides that either the County or the City of Seaside may cancel the MOU.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative:  2) Enhance community health and safety by emphasizing prevention.  It also supports two of the ten essential public health services, specifically:  4) Mobilize community partnerships and action to identify and solve health problems, and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have respectively reviewed and approved this MOU as to legal form, fiscal provisions, and insurance requirements. 

 

FINANCING:

This MOU is funded by Medi-Cal and MHSA (63%), CALGRIP (29%) and Realignment (8%) funding.  The funds ($210,846) have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 Requested Budget.
