a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Memorandum of Understanding (MOU) between the Monterey County Probation Department and three King City partners: the City of King, the South Monterey County Joint Union High School District, and the King City Union School District, reimbursing the Probation Department a maximum of $422,010 for campus-based services provided by the Probation Department from July 1, 2017 through June 30, 2020;
b. Approve and authorize the Chief Probation Officer to execute the MOU; and
c. Authorize the Chief Probation Officer to sign up to three (3) future amendments to the MOU where the amendments do not exceed ten percent (10% or $42,221) of the original contract amount and do not significantly change the scope of work.
SUMMARY:
The Monterey County Probation Department (MCPD) has operated a successful Campus Probation Officer program in partnership with school districts throughout Monterey County for years. The collaboration with King City agencies allows MCPD to closely monitor and supervise juvenile probationers and assist with at-risk students within the school system through an on-campus presence in King City.
DISCUSSION:
The program is a new collaborative between the Probation Department and three agencies serving the King City area: the City of King (King City), the South Monterey County Joint Union High School District (SMCJUHSD), and the King City Union School District (KCUSD) to provide Probation supervision services on King City High and Chalone Peaks Middle School.
These South County agencies and the Probation Department are collaborating to provide a coordinated approach, utilizing available resources from all partners. MCPD will assign one Deputy Probation Officer (DPO) to school sites within the district to closely monitor and supervise juvenile probationers attending specified schools, and to develop and operate a spectrum of intervention/diversion programs designed to improve behavior in the community, home and school, and prevent further entry into the juvenile justice system. Probation will utilize an existing position, previously grant-funded, and assign an experienced officer to the project.
Current staffing costs for this project are estimated at $183,119 for fiscal year 2017-18. The South County agencies have agreed to pay a combined 75% of these costs, or $137,339, and continue to pay the same percentage of the costs identified in the MOU for the following two years.
OTHER AGENCY INVOLVEMENT:
The MOU has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.
FINANCING:
South County agencies will reimburse MCPD 75% of the a total cost, equal to $137,339, as their contribution to the staffing and operating cost of the program; specifically, City of King will contribute 25%, South Monterey County Joint Union High School District 33%, and King City Union School District 17%.
This funding is included in Probation’s Recommended Budget for Probation for FY 17-18.
There is no additional cost to the County General Fund with the recommended action.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports the key objective of Public Safety through a close collaboration with South County agencies for increased safety and awareness on school campuses, and aligns with King City’s Comprehensive Plan to End Youth Violence by implementing best practices, crime prevention and campus-based supervision.
